Rick Tullis, P.E.

Board Member

Rick is the former President and a founding partner of Capstone Mechanical, from which he retired in 2023.  Professionally, Rick spent his career in the HVAC sector in several areas that included engineering, contracting, and manufacturing.  He received a B.S in Mechanical Engineering from Baylor in 1993.  He currently is active in real estate acquisition and development, as well as working on his family farm and ranch outside of McGregor. One of his favorite things to do is guest co-host the Waco History Podcast with Dr. Stephen Sloan.


Rick has served in the community in several capacities including as a Trustee at Midway ISD, Board Chairman for the Greater Waco Chamber of Commerce, President of the Waco Business League, Chairman of the Greater Waco Sports Commission, and many other roles.  He will be sworn in as the next McLennan County Judge in January 2027.  Rick, and his wife Elizabeth, reside in Woodway and have four adult sons.
